Principles
1. Inclusiveness

Civil BRICS serves as a platform for efficient and effective exchange and cross-country collaboration among BRICS National Civil Society Organizations (CSOs) that operate in the interests of their respective populations. These CSOs facilitate cooperation to achieve shared objectives on a global scale and promote the growth of sustainable intersocietal associations. The Peoples' BRICS - Civil Council composition must include only national organizations from each of the BRICS economies. Transnational/international NGOs and their country-based branches shall not be admitted to the Peoples' BRICS - Civil Council.
2. Constructiveness

Civil BRICS fosters constructive dialogues through a multi-stakeholder approach, including civil society organizations (CSOs), government entities, the private sector (industry and business), and the public (academia, etc.), during BRICS events, promoting social and cultural exchange among the peoples of BRICS countries. The platform will prioritize constructive engagement by ensuring that dialogues and interactions are purposeful and aimed at achieving actionable outcomes.
3. Succession

The Civil BRICS process must be designed to ensure the natural continuity of previous decisions made by civil society on various themes and priorities. These decisions are conveyed to BRICS leaders as a unified stance for implementation. The Peoples' BRICS - Civil Council is responsible for preserving institutional memory, ensuring process continuity, sustaining impact, and providing a smooth transition to the next chairship. A formal transition plan will be implemented, including an overlap period to facilitate knowledge transfer and maintain continuity. To further ensure continuity and sustainability, the original founding members will be honored by establishing a Founding Council/Board of Founders. These members will remain as honorary/advisory members, even after their rotation period, which will occur every 3-6 years. They should be included in the decision-making process and all critical events.
4. Openness

All preliminary and working drafts of Civil BRICS documents should be circulated among participating organizations and made available for comment. Information about Civil BRICS leadership, structure, procedures, and deliverables must always be timely, relevant, and accurate. All Civil BRICS outputs should be developed through a transparent, inclusive, and participatory process, allowing participating national organizations to collaborate in drafting policy recommendations. National Co-Chairs shall be nominated and/or agreed with respective BRICS Sherpas or an officially designated organization of the host country. Drafts and key documents will be circulated for feedback, and information regarding leadership, structure, and procedures will be timely and accurate. The Civil BRICS website will serve as a centralized repository for all past reports, white papers, and analytical articles related to the BRICS process, with content available in multiple languages to ensure inclusivity.
5. Consistency

To enhance the transparency of Civil BRICS, it is essential to establish clear schedules and processes that outline a step-by-step approach for each deliverable to be produced for publication on behalf of Civil BRICS. These processes must be communicated in advance, with clear deadlines, and should include drafting, review, and interaction stages (such as conference calls or in-person meetings). A clear schedule and process for each deliverable will be established, with defined steps for drafting, reviewing, and finalizing documents to ensure consistency and transparency.
6. Consensus

This principle ensures that all member countries have equal voices and that agreements reflect collective priorities. The recent unanimous decision by BRICS civil society representatives to establish the Peoples' BRICS - Civil Council aligns with this principle, highlighting their shared commitment to continuity and the effective implementation of recommendations. The principle of consensus will be upheld in decision-making processes, and if consensus cannot be reached, a well-defined process for addressing disagreements will be established. A clear conflict resolution mechanism will be introduced to address potential disagreements or challenges that may arise during decision-making. This mechanism is essential for maintaining the unity and consensus-based governance of the council, ensuring that all members can work together effectively and collaboratively.
7. Friendship

Civil BRICS is based on mutual respect, friendship and peace. Any organization that promotes directly or through third parties the breach of these principles against the group or one of the BRICS members is not welcomed in the Civil BRICS Process. All Civil BRICS members should be included in all activities and their representations shall be preserved and respected in an equitable manner.
