To uphold the principles of transparency and inclusiveness in the Peoples' BRICS - Civil Council, we recognize that international NGOs and national NGOs from BRICS partner states, which have limited rights in the group, cannot hold full membership in the Peoples' BRICS - Civil Council. Therefore, we are introducing the status of permanent observers.
This status offers organizations that are not members of the Peoples' BRICS - Civil Council a range of rights and opportunities to engage in the Peoples' BRICS - Civil Council’s operations, including:
- Participation in meetings: Observers may attend the majority of the meetings (excluding closed sessions). This access will allow them to keep informed about the issues at hand and the decisions being made.
- Access to documents: Observers can access relevant documentation, enabling them to stay updated on ongoing and upcoming initiatives, projects, and key papers, such as guidelines, stance papers, and final documents.
- Participation in discussions: While observers do not have voting rights on official documents, they may engage in discussions and present their proposals. This will allow them to shape the agenda and influence the course of conversations.
- Interaction with full members and other observers: Observers have the opportunity to interact with the Council members and fellow observers, facilitating the exchange of ideas and coordination of efforts.
Differences between observers and full members:- Voting rights: Observers do not possess the right to vote on official documents.
- Participation in main bodies: Observers cannot serve as members of the Peoples' BRICS - Civil Council’s Steering Committee or hold positions as co-chairs of working groups.
The observer status provides significant opportunities for engagement in the Peoples' BRICS - Civil Council's activities, but it comes with certain limitations compared to full membership.
The granting of observer status is conducted based on consensus, following a recommendation from a full member of the Peoples' BRICS - Civil Council. The Peoples' BRICS - Civil Council retains the right to refrain from commenting on any decision to deny observer status.
