Peoples' BRICS -
Civil Council
The Peoples' BRICS - Civil Council is a multilateral governing body comprising Civil Society Organizations (CSOs) from BRICS countries body consisting of Civil Society Organizations from BRICS countries, nominated by and/or agreed upon with the respective BRICS Sherpas, responsible for Civil BRICS in their countries. The Peoples' BRICS - Civil Council composition must include only national organizations from each of the BRICS economies. Transnational/international NGOs and their country-based branches shall not be admitted to the Peoples' BRICS - Civil Council. It is the governing body of Civil BRICS, ensuring that it remains an open and diverse platform for conveying a wide range of civil society’s views to BRICS leaders. The Peoples' BRICS - Civil Council structure includes provisions for continuity and sustainability by ensuring the involvement of a Founding Council/Board of Founders, which includes original founding members as honorary/advisory members after their rotation period.
It is a structure established to oversee, manage, and ensure the effective functioning of the Civil BRICS. The Peoples' BRICS - Civil Council would oversee the overall direction, decision-making, and coordination of Civil BRICS activities. The structure will also address issues related to continuity, implementation, and monitoring of the forum's recommendations.

The Peoples' BRICS - Civil Council is responsible for:

Developing a Civil BRICS position that reflects the most comprehensive consideration of the needs, rights, and interests of BRICS civil society on key issues on the BRICS agenda.
Representing the Civil BRICS position at various international forums.
Organizing and conducting dialogue with the official and outreach tracks of BRICS on agenda issues.
Approving the concepts of Civil BRICS Forums.
Making decisions on defining thematic areas for working groups. These thematic areas will be identified based on overarching themes — such as, yet not limited to, education, poverty alleviation, research and development, health, entrepreneurship, and climate — aligned with the priorities of the chair for the year, the previous and the following cycle. This approach allows for continuity while adapting to the specific topics relevant to the chairship's focus.
Approving the Civil Forums’ programs in alignment with official tracks.
Providing technical support to the National Chairs of Civil BRICS Forums.
Ensuring that the Civil BRICS National Chairs maintain the structure, organize the work of the working groups, and meet regularly among themselves and with government representatives.
Evaluating the work of the current Civil BRICS and preparing recommendations for the next one.
Establishing logistical operations for establishing a central communication channel for all members of the Peoples' BRICS - Civil Council. As well as developing a Civil BRICS webpage that will be used for Peoples' BRICS - Civil Council activities until a new Peoples' BRICS - Civil Council website is developed. Finally, construction operations for financial management, procurement, and resource allocation policies will be developed and included in subsequent documents.
Collecting, processing, and providing access to working documents from previous Civil BRICS Forums, drafted in English. However, dissemination on the formal Peoples' BRICS - Civil Council channels and website will support communication and document dissemination as well in indigenous native languages of the BRICS countries.
The Peoples' BRICS - Civil Council operates on the principle of consensus. Decisions will be made by unanimity, respecting the principle of inclusiveness and ensuring that the demands and views of each member country are considered. In the event that consensus cannot be achieved, the Peoples' BRICS - Civil Council will seek to address outstanding concerns through further dialogue to reach a unified position.
The Civil BRICS initiative has evolved into a crucial platform for civil society engagement within the BRICS framework. By adhering to the principles of inclusiveness, constructiveness, succession, openness, and consistency, and maintaining a robust governance structure, Civil BRICS will continue to serve as a vital link between civil society and BRICS leaders. This engagement ensures that the voices of the people are heard in decision-making processes that shape the future of the BRICS nations and the global community.
